Upon google "Strollers Public Transport" the first result on google is a news article from March 2014. The article reports on a sitatuaton where Stockholms county council and SL where to remove free rides for people with strolllers without authority. The council and SL where unaware that a law authorized by a higher authority states that everyone traveling with a stroller may travel for free. This is to ensure safety for the baby and speed up the bus.
This is to me a good description of the current state of things, no one seems to want to deal with the situation of strollers in the subway and instead it's left to common sense of the people travelling.
Except for pricing and ticket information there's not much to be found on SLs webpage
